Job Description

  • Develop designs, develop code, test, debug, and document new software or enhancements to existing software such as new interfaces, Portal/Drupal web applications, reports and downloads, and other batch processes. 
  • Create high-level software design documentation and level of effort for functional requirements provided by the Government. 
  • Create detail-level software design documentation for functional requirements provided by the Government. 
  • Develop and/or modify the necessary software/programs to fulfill the functional requirements. 
  • Perform initial testing of the newly developed code. 
  • Work with technical staff to understand problems with software and resolve them. May assist in the development of software user manuals. 
  • Use existing software (ServiceNow) to document and track tickets (e.g. help desk ticket requests for service, incidents, problems, and changes). 
  • Update ServiceNow with development comments in the work log, update target completion dates, and close change tasks upon completion. 
  • Conduct code reviews with the appropriate parties. 
  • Adhere to Configuration Management processes including source code control and non-production and to production deployment processes. 
Qualifications

  • Possess technical competency to work on all phases of applications systems analysis and programming activities. 
  • Possess understanding of federal business applications
  • Knowledge of Oracle’s Application Development Framework is a plus 
  • Possess a high level of technical and product knowledge, including: 

o Oracle 11g Forms and 11g Reports, or later version 

o PL/SQL 

o Web Technologies (HTML, CGI, CSS, XML, JSON, JavaScript, Drupal/PHP) 

o Source code control software 

  • Certification in the latest Oracle Application Middleware administration (e.g. Oracle Fusion Middleware). 
  • Competency in current web technologies (e.g. HTML, CSS, JavaScript, XML). 
  • Competency in Drupal, PHP, and MySQL. 
  • Competency in Java Development. 
  • Experience in testing large systems and testing methodologies. 
  • Experience in software maintenance and change control tools such as ServiceNow and JIRA. 
  • Must have received qualification on the most current version of the ITIL Foundation level. A certificate of completion is required. 
  • Must have received basic training on Agile software delivery methodology. A certificate of completion is required. 
  • All staff performing in a Scrum Master role, need Scrum Master certification. A certificate of completion is required.
  • Bachelor’s degree or equivalent related experience 
  • Demonstrated excellent customer service skills. 
  • Strong communication, presentation, analytical, and technical skills. 
  • Proficient in Microsoft Word, Power Point, and Excel. 
  • Demonstrated ability to work independently with minimal supervision. 
  • Must be able to complete a federal background investigation. 
  • Must be a US Citizen or have a Green Card.
