The Community Advocate supports Tacoma Housing Authority’s strategic and operational objectives by providing high quality supportive services to THA customers to help them succeed as tenants and neighbors, parents, students, and wage earners who can live without assistance. This team serves all household members, but with emphasis on serving middle and high school aged students and their parents. Staff facilitates this incentive-based program, by engaging and working with families to set and achieve their goals throughout the entire process.

ESSENTIAL DUTIES AND RESPONSIBILITIES

CASE MANAGEMENT

  • Maintain a caseload as assigned by the supervisor and provide a full range of community case management services to an assigned caseload.
  • Engage in activities that provide information about THA’s service programs, engage clients, and encourage continued client participation in agency services.
  • Conduct a needs assessment for each family or individual on caseload and develop an Individual Training and Services Plan that identifies needs and the actions necessary to meet the goals established for the client.
  • Provide on-going support and guidance and otherwise encourage and facilitate program participants in successfully meeting the goals of their plans to improve their quality of life and move toward self-sufficiency.
  • Maintain case records to track, measure and report participant outcomes and successes according to established data- management procedures. Ensure case notes are clear and accurately reflect all significant milestones and interactions. Enter client data into tracking database accurately and on-time.
  • Work cooperatively with other departments’ staff to coordinate services and keep the lines of communication open.

HOUSING STABILIZATION SERVICES

  • Provide case management support to individuals and families to stabilize their current home and other related housing needs; identify housing needs and coordinate with providers.
  • Work with Property Management and Rental Assistance staff on referrals for families at risk of eviction due to lease violation issues.
  • Assist clients with lease compliance issues, documenting files to include actions taken and the coordination with other departments’ staff to keep lines of communication open.
  • Maximize new resident awareness of lease obligations, regulations, and resources to promote successful tenancy and quality of life.

WHOLE FAMILY CASE MANAGEMENT

  • Provide two-generation case management support to families with children, with a focus on creating opportunities for and addressing needs of both children and the adults in their lives; particular emphasis on building educational success, workforce development and economic assets, social capital, and health and well- being.
  • Recruit, assess and refer eligible adult household members to economic mobility programs, including Family Self- Sufficiency, Centers for Strong Families, workforce opportunity programs, educational opportunity programs, and other employment, education, and asset building programs.
  • Help families engage in prosocial activities including community events, before/after school opportunities, sports, art, and education programs, and/or therapy and support services.

COMMUNITY PARTNERSHIPS

  • Coordinate the delivery of services with other agencies as appropriate. Provide formal and informal referral services to community resources. Participate in case staffing with personnel of other agencies involved in providing services to the family.
  • Make linkages and build referral networks with social support and recreational services, with educational institutions, community-based organizations, businesses, and state agencies.
  • Provide information about mental health, substance use, domestic violence, HIV/AIDS, housing, and community resources; provide internal and external service linkage and referrals as deemed appropriate.
  • Remain informed of community, social and economic resources available to low-income families.

REPORTING AND PROGRAM EVALUATION

  • Accurately track client participation and other statistics as required for internal and external reporting and maintain client records in a manner that meets HUD and agency standards
  • Submit monthly, quarterly, and annual reports as required.
  • Ensure compliance with all grant procedures, mandates, and requirements.

  • Present a professional image as a representative of THA.

POSITION REQUIREMENTS AND QUALIFICATIONS

EDUCATIONAL LEVEL AND EXPERIENCE

  • Associate degree in social work or closely related service is required. A bachelor’s degree in social work or liberal arts is preferred. Courses in community organizing, sociology, grantsmanship, outreach, and social services or equivalent experience. Directly relevant experience will be considered in lieu of the required degree.
  • Two years’ experience providing case management services.
  • Strongly prefer at least three years of professional experience providing direct client services, with specialization in mental health, chemical dependency, crisis intervention, aging and long-term care services, and site-based housing for senior and disabled populations.
  • Proficiency in following services contract requirements for diverse funding sources-adhering to eligibility, documentation, and service delivery requirements.

CERTIFICATION/REGISTRATIONS

  • Depending upon assignment, a WA driver’s license with acceptable driving record and auto insurance may be required.
  • Depending upon assignment, a certification in area of specialization may be required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of assessment and crisis intervention methods, community resources and service planning.
  • Second language preferred in: Cambodian, Vietnamese, Russian, Spanish, or Korean.
  • Demonstrate an ability to get along with others effectively; to lead and inspire, to participate as a team member, and to give and accept criticism constructively.
  • Write clearly and informatively; edit work for spelling and grammar; able to read, write and interpret documents of a technical nature.
  • Able to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • High level ability to plan projects effectively, manage their timely implementation and effectively use the agency’s management tools.
  • Have a high regard for and ability to meet schedules and timelines; demonstrate excellent ability to work independently with little direction.
  • Ability to engage a wide variety of people with a high level of professionalism, courtesy, and good humor, including culturally, socially, and economically diverse populations, seniors, persons with disabilities, contractors, and professional colleagues.
  • Possess a high degree of proficiency in agency software programs, including Word, Excel, and Outlook and otherwise to be effective without close clerical support.
  • Can interface with co-workers, management, clients, community partners, and others in a courteous, and professional manner.
  • Able to communicate effectively both verbally, and in writing using correct English usage, grammar, spellings, punctuation, and vocabulary.
  • Capable of managing competing demands and meeting productivity standards while handling frequent change, delays, and unexpected events.
  • Possess skills to organize and work independently in an environment of frequent interruptions.
  • Exhibit expertise in the design and maintenance of paper and digital systems to organize, store and retrieve records, data, and documents.
  • Show strong commitment to maintain confidentiality in all assignments as directed.
